Dr Donald Hannah, Manager Science and Research (ERMA) prepared advice for the Government on 5 December 2000.

Mr Bas Walker stated on 'Checkpoint', National Radio, Friday 12 July, 2002, that Dr Donald Hannah considered the full range of test results when he made his report to Government, and stated "there was no other written analysis of the test beyond [Donald Hannah's] memorandum" and confirmed there was no further testing.
